Interview to TOI on 31 Oct 2013 -- trg govt staff for RTI
PANAJI: After the Constitution, the Right to Information (RTI) Act is one of the best tools for good governance in the country, but it is still new and we will try to organize training programmes for government departments in RTI, Goa chief information commissioner (CIC) Leena Mehendale told TOI on Wednesday. She was sworn in as Goa CIC on October 24.
In an exclusive interview with TOI, Mehendale also said that she hopes to clear up the pendency of about 1,300 RTI complaints and appeals with the information commission within four months. Mehendale has filled the post that was vacant for about 15 months and she will herself get 15 months as Goa CIC before her term ends.In a candid admission, Mehendale, a former bureaucrat, said that "historically, government officers are not used to giving information" unless they are dealing with legislative assembly questions. But the RTI Act requires that information be dispensed within a particular time-frame and therefore, "some discipline will have to be set in".

Reiterating that government officers are "not geared to disclose information", Mehendale feels that the RTI Act is still young in India and that part of her job is to facilitate training among government offices in order to bring transparency in governance. But she is aware that she does not have the means and not even the premises for the purpose. Mehendale says central government grants can be availed of for this purpose.
First she has to get her own house in order. Her office computer does not have an internet connection, the post of state information commission is vacant, a number of other posts are vacant and the present office at the Panaji Patto plaza is cramped. During her recent courtesy call on chief minister Manohar Parrikar, she has apprised him of all these problems and he was very supportive, she says. In fact, he has even allocated new premises for the state information commission in the old Goa medical college building at Ribandar. The renovation will take two or three months, Mehendale said.
Has she heard of the perception in some quarters that the present BJP government is making it difficult to obtain information under RTI? She has. In fact, some RTI activists who came to welcome her told her about a government circular that made it mandatory for RTI applicants to file an affidavit regarding their citizenship. But when she took up the matter with the chief minister, he explained that it was wrongly worded and that he had instructed that the circular be withdrawn.
What made her give up her cushy job as member of central administrative tribunal in Mumbai and come to Goa? "In Mumbai, even if you look from the corner of your eyes, all you see is concrete. In Goa, you see green surroundings, open spaces, blue skies and blue seas," said Mehendale, who loves classical music and has written 24 books, including six on administration.

‘Priority to clearing backlog of complaints and RTI applications’

Leena Mehendale, former Additional Chief Secretary of Maharashtra, was on Thursday sworn in as the Chief Information Commissioner (CIC) of Goa by governor B. V. Wanchoo at Raj Bhavan.
Chief Minister Manohar Parrikar and other dignitaries were present. Ms. Mehendale will formally take charge of the Commission on Monday.
Ms. Mehendale took over nearly three months after her selection on July 29 by a high level committee headed by Chief Minister. Her selection was approved by the cabinet on August 14. She resigned as Member of the Mumbai bench of the Central Administrative Tribunal before taking over as CIC.
The post of CIC has been lying vacant for more than 15 months and RTI applications and complaints before it are piling up.
Taking charge
Speaking to presspersons after her swearing-in ceremony at Raj Bhavan on Thursday, Ms. Mehendale said her immediate priority would be to clear the pending appeals and complaints at the Goa State Information Commission (GSIC).
She emphasised on training the people to use the RTI as tool of empowerment in the best interest of democracy.
Responding to a question about growing misuse of RTI, Ms. Mehendale admitted that it was indeed happening, but “one should be able to separate grain from chaff”.
When asked how she could function as a single member of the GSIC when a Bombay High Court ruling states that the SIC has to be a multi-member body, Ms. Mehendale said the Supreme Court had clarified later that it could function and as such there would be no problem for her in functioning.
She added that the State government had initiated the process of appointing State Information Commissioners (SICs) and in due course of time they would be appointed.
Speaking to presspersons separately at the Raj Bhavan on Thursday, Chief Minister Manohar Parrikar said, “Technically, we have only one post of SIC for the GSIC. Therefore, we will have to take a decision of the Cabinet to create another post. That would be done and the process for filling up the SICs posts would be taken up in right earnest”.
Opposition
Earlier this week the Bombay High Court at Goa dismissed a writ petition filed by RTI activist Aires Rodrigues challenging Ms. Mehendale’s appointment as CIC. The High Court order observed that the recommendation by the high-powered committee was done in a “reasonably appropriate manner”.
Adv. Rodrigues said he and other supporting activists would approach the people’s Court against the appointment of Ms. Mehendale as CIC. Stating that while the government on one side was clamouring and blowing the trumpet of Special Status for Goa, Adv. Rodrigues and Advocate Rui Fereire said it was despicable that on the other hand the government was ‘importing’ a CIC from Maharashtra.

Along with her, the high level committee has selected another retired IAS officer Stanley Coutinho and journalist Sandesh Prabhudesai as the State Inforamation Commissioners.
The annoucement was made by chief minister Manohar Parrikar today evening after holding the meeting of high level committee.
The committee comprised of chief minister Parrikar, opposition leader Pratapsing Rane and deputy chief minister Francisco D’Souza.
Parrikar said they would be appointed within a fortnight after all the formalities are complete.
The Goa State Information Commission had been functioning without a single information commissioner since Motilal Keni had completed his term in July last year.
This is the third attempt the Goa government is trying to fill the vacant posts as both the selected persons – Pandurang Nadkarni and Dr Pradeep Padwal – had withdrawn after they were appointed, amidst controversy.]
This is the first time the state government has decided to appoint a CIC, along with two SICs.
All the three posts are for the tenure of five years or till the age of 65 years, whichever comes early.
Mehendale, from Jalgaon in Maharashtra, was born in 1950 and would thus complete her term as CIC by January 2015.
Stanly Coutinho, a Goa-born IAS officer, was born in August 1952 and would thus retire in next four years.
Sandesh Prabhudesai, a journalist for 26 years, was born in 1960 and could thus complete his full term.
As the existing office of the information commission at Shram Shakti Bhavan at Patto has no sufficient place, Parrikar said the new office would be located at the existing office of Mines department, once this office is shifted to a new place.

या पुस्तकात आठ गोष्टी आहेत. समुद्रापासून लांब राहणारा सूर्य आहे, दूध पिणारा बोलका साप आहे, आकाशात राहणारी गाय आहे. अशा ब-याच गमतीजमती या गोष्टींमध्ये आहेत.
‘भीम आणि घटोत्कच’ हा पहिलीच गोष्ट महाभारतातला भीम आणि त्याचा मुलगा घटोत्कच यांची आहे हे तुमच्या लक्षात आलं असेलच. घटोत्कच त्याच्या आईबरोबर, हिडिंबाबरोबर राहत असतो. तो खूपच ताकदवान असतो. कुस्तीत,मारामारीत आणि गदायुद्धात तो सगळ्यांना हरवत असे. त्यामुळे त्याचं त्याच्या मित्रांमध्ये खूप कौतुक होत असे. पण हा घटोत्कच खूप खात असे आणि व्यायामही करत असे. पण तो सकाळी लवकर उठत नसे. त्यामुळे त्याची एकदा ज्याम फजिती होते.
‘सापाचं स्वातंत्र्य’ ही गोष्ट विशेषत: ज्या दोस्तांना दूध प्यायला आवडत नाही, त्यांना खूप आवडेल. कारण या गोष्टीत बोलका साप आहे. या सापाला दूध प्यायला खूप आवडायचं. त्यामुळे तो एका शाळेत जाणा-या मुलाशी मैत्री करतो. ते दोघं रोज खूप गप्पा मारतात, एकत्र दूध पितात. पण लक्षात ठेवा या सापाला दूध न पिणारी मुलं अजिबात आवडत नाहीत. आणि त्यांच्याशी तो मैत्रीही करत नाही.
‘ये ये पावसा’ ही पावसाची गोष्ट आहे. सध्या काही पावसाचे दिवस नाहीत. कसे असणार दोस्तांनो? रोज रोज थंडी पडायला लागल्यावर पाऊस कुठून पडणार? पण पाऊस कसा पडतो, त्यासाठी हिमालय, वारा, सूर्य आणि पृथ्वी यांची कशी मैत्री व्हावी लागते, याची गोष्ट या गोष्टीत आहे. म्हणजे ही गोष्टीच्या गोष्टीची गोष्ट आहे.
तुम्ही शाळेतल्या पुस्तकात किंवा शिक्षकांकडून शेखचिल्लीची गोष्ट ऐकली असेल. एक शेखचिल्ली ज्या फांदीवर बसलेला असतो, तीच फांदी तो तोडत असतो. शेवटी फांदी तुटल्याबरोबर तो फांदीसह जमिनीवर आपटतो. ‘शेखचिल्लीची गाय’ या गोष्टीतला शेखचिल्ली तितका काही वेडा नाही. आणि तो लाकूडतोडय़ाही नाही. तर तो आहे राखणदार. तो एका बागेचं राखण करत असतो. पेरूच्या झाडाखाली मऊ मऊ कापसाची गंजी असते. त्यावर बसून तो रोज बागेत चरायला येणा-या एका गायीच्या शेपटीला धरून स्वर्गात जातो. तिथे खूप मजा करतो आणि परत येतो. कारण स्वर्गात राहणारी ही गाय रोज खाली उतरून शेखचिल्लीच्या बागेत चरायला येते आणि जाताना त्याला आपल्यासोबत घेऊन जाते. पण एके दिवशी तो बागेच्या मालकालाही आपल्यासोबत स्वर्गात जाऊन येण्याचा आग्रह करतो आणि गडबड होते. कारण राखणदार असला तरी हा शेखचिल्लीही आधीच्यासारखाच थोडासा वेडपट असतो.
बोलक्या शंखाची गोष्टही अशीच गंमतीशीर आहे. पण खरी गंमत आहे ती ‘नवाचा पाढा’ या कवितेत. ही कविता तुम्ही पाठ केली तर तुमचा नवाचा पाढाही तोंडपाठ होऊन जाईल. तर मग करा सुरुवात म्हणायला-
नवाच्या पाढय़ाची गंमतजमत, बेरजा सा-यांच्या नऊ
जरा विचार करून गणित करा रे, सगळेच नऊच नऊ
नऊ दुणे अठरा, एक आणि आठ झाले नऊ
जरा विचार करून गणित करा रे, सगळे नऊच नऊ
आहे की नाही गंमतजंमत? तेव्हा नवाचा पाढा तोंडपाठ म्हणण्यासाठी आणि बोलक्या सापाशी गप्पा मारण्यासाठी हे पुस्तक वाचा.

मराठी देवनागरी वर्णमालेत सुधारणा करण्यासाठी घेतलेल्या निर्णयाबद्दल शासनाचे आभार व अभिनंदन !
संबंधित सुधारणा करण्यासाठी घेतलेल्या राज्यशासनाच्या निर्णयाची प्रत सादर करीत आहोत.
प्रस्तुत निर्णयाच्यामागे शासनाने विविध विद्वानांची मते विचारात घेतली असावीत असे दिसते आहे. त्याबद्दल शासनाचे अभिनंदन. अर्थात ह्या निर्णयाच्या विविध अंगांची योग्यायोग्यता ही आता यापुढे यावर व्यापक चर्चा घडल्यावरच मग लक्षात येईल.
शासनाच्या या आदेशपत्रामध्ये ’सध्याचे माहितीतंत्रज्ञानाचे युग’, ’शासकीय कार्यालयांचे संगणकीकरण’, ’वेगाने व विविधांगाने कामे होणे’, ’शासनाने काळाची पावले ओळखून’, ’महाराष्ट्राच्या कानाकोपर्यातून माहिती तंत्रज्ञानाचा प्रसार’, ’संगणक तंत्रज्ञानाचा मराठी भाषा व संस्कृती इत्यादींच्या विकासासाठी’, असे जड शब्दप्रयोग केले असले तरी प्रस्तुत निर्णय प्रकाशित करताना तो जागतिक स्तरावर प्रमाणभूत ठरलेल्या युनिकोड प्रणालीवर आधारित संगणकीय टंकात मुद्रित न करता त्याचे अप्रमाणित टंकनपद्धतीने मुद्रण करून व नंतर त्याची पीडीएफ धारिणी बनवून ती प्रसिद्धीस सादर केली आहे, यावरून शासनाच्या संगणकीकरणाच्या महत्त्वाकांक्षेबद्दलच्या गांभीर्याविषयी प्रगल्भतेविषयी व थोडी शंका वाटू लागते. शासनाच्या स्वतःच्या संकेतस्थळावर बहुतेक माहिती इंग्रजीतूनच उपलब्ध करून दिलेली आहे; मराठीतून फारच कमी माहिती उपलब्ध आहे. अर्थात आहे तीसुद्धा प्रमाणित युनिकोडानुकूल टंकात नसल्यामुळे बर्याचदा मराठीत उपलब्ध असलेली माहितीसुद्धा वाचणे शक्य होत नाही. राज्यभाषा मराठी व्यवस्थितपणे बोलू-वाचू-लिहू शकणार्या सामान्य नागरिकाला त्याच्या स्वतःच्याच राज्यात त्याचे स्वतःचे राज्यशासन माहितीपासून वंचित ठेवते यालाच लोकशाही पद्धतीचा भारतीय, निदान महाराष्ट्रीय नमुना म्हणायचा का?
मराठीतील मूळच्या लसणासारख्या (लुगड्यासारख्या?) गोल ल ऐवजी दंडासह ल, शेंडीफोड्या श ऐवजी डोक्यावर गाठ दिसणारा श, तसेच ऍ या वर्णास अ वर चंद्रकोर दाखवण्याऐवजी ए वर चंद्रकोर दाखवणे; असे बरेच गोंधळ हे शासनाच्या डोळे झाकून हिंदीचे शेपूट धरून चालण्याच्या हुजर्या प्रवृत्तीमुळे सुरू झाले व १०+२+३ च्या नवीन अभ्यासक्रमाच्या बालभारतीच्या पाठ्यपुस्तकांमधून प्रथम अंतर्भूत केले गेल्यावर मग शाळांद्वारे व संगणकाद्वारे सर्वत्र पसरले. खरं म्हणजे ऍ व ऑ हे उच्चार, जे दूरदृष्टीने मराठीने भाषेत कधीच सामावून घेतले होते, ते हिंदीत अजुनही फारसे वापरले जात नाहीत. पण तरीही त्या विषयी हिंदी पंडितांचा निर्णय मराठीवर का लादून घेतला गेला हे समजत नाही. असो. स्वतःच केलेला गाढवपणा सुधारण्याची बुद्धी राज्य शासनाला उशीरा (पस्तीस वर्षांनी) का होईना पण आता तरी झाली ह्याबद्दल देवाचे आभार.

कोटी/दहा कोटी -> करोड ह्या इंग्रजी अपभ्रंशाचा विकल्प दिला नाही हे योग्यच आहे. पण शाळेत आम्ही दशकोटीसुद्धा म्हणत असू.
(एकम् स्थान, दहम्, शतम्, सहस्र, दशसहस्र, लक्ष, दशलक्ष, कोटी, दशकोटी, अब्ज… इत्यादी).
या सूचनांचीही शासनाने दखल घ्यावी.

The AICC General Secretary said he was shocked by the murder of Additional Collector Yashwant Sonawane by the oil mafia and said steps should be taken that cases like these are not repeated.
"We need to look into why this happening and we need to ensure this does not happen again," he said.
To a query on a report by retired IAS officer Leena Mehendale, who had filed a detailed report on fuel adulteration in the state 15 years ago, Gandhi said, "The way I see this is that corruption is a serious issue."
"We have to look into this issue in a collective way. Stringent action against corruption is needed. Punishment should be within six months, instead of 20 years," he said, adding, "We in Congress have taken stern action against corruption".

Former Maharashtra additional chief secretary Leena Mehendale has said that Indian Education system requires major reforms. She pitched for increasing the budgetary allocation for the sector five-fold.
"Bring in reforms in education, increase budget five-folds and give many-fold increase to the budget of vocational education," she said.
Speaking on the importance of vocational education, she said, “Emphasis should be given on the use of TV for cost-reduction of vocational education and private TV channels should be asked to use 10 per cent of their time on this.”
"The 'atrocious system' of examination should be revamped and made user-friendly and a suitable certification and equivalence system between non-formal and formal education should be created," she said.
"The government should strictly implement the Unnikrishnan judgement on capitation fee of Supreme Court even at school level to stop the menace of capitation fee in schools," Mehendale said.
"Private institutions sought and got the status of Deemed University and unilaterally started acting as if the judgement does not apply to them. The government has connived at them. They should be brought under the fold once again," she said.
The government should stop supporting costly schools by land-grant, tax-exemptions, recognition and instead give premium for education in mother-tongue, she said.
She added that creating adequate facilities for sanitation, hygiene, sports and arts in schools, providing for adequate creches for working parents and supporting small-duration classes for children of wandering labour like sugar-cane harvesters should be a part of the reforms.
Emphasis should be given on value education and inculcating values like truth, equality, non-violence, harmony, nationalism, freedom, friendship, efficiency and commitment, Mehendale, a member of the Central Administrative Tribunal, said.

Retired IAS officer goes on day-long fast to support cause

Central Administrative Tribunal member, Leena Mehendale also joined Anna Hazare in his protest on Thursday by observing a day’s fast.
Mehendale is a retired IAS officer of the 1974 batch.
“I felt that Anna is fighting for a real great cause, but I had to work and so decided to observe a day’s fast. I did not have a morsel of food since Thursday morning and will have food only on Friday morning. I am surviving only on water just as Anna is,” she told Mumbai Mirror.
The IAS officer had served in the state government as additional chief secretary. As the divisional commissioner of Nashik, Mehendale had drafted a report on the oil mafia.
She said, “If the Lokpal bill comes up in the form Anna wants, corruption will come down drastically. If we do not take enough steps today, our next generations will suffer.” - Yogesh Naik
