Reform-education-sector-raise-budget five-fold: Leena Mehendale

Education budget should increase five-fold: Leena Mehendale -- India Education Review

Former Maharashtra additional chief secretary Leena Mehendale has said that Indian Education system requires major reforms. She pitched for increasing the budgetary allocation for the sector five-fold.

"Bring in reforms in education, increase budget five-folds and give many-fold increase to the budget of vocational education," she said.

Speaking on the importance of vocational education, she said, “Emphasis should be given on the use of TV for cost-reduction of vocational education and private TV channels should be asked to use 10 per cent of their time on this.”

"The 'atrocious system' of examination should be revamped and made user-friendly and a suitable certification and equivalence system between non-formal and formal education should be created," she said.

"The government should strictly implement the Unnikrishnan judgement on capitation fee of Supreme Court even at school level to stop the menace of capitation fee in schools," Mehendale said.

"Private institutions sought and got the status of Deemed University and unilaterally started acting as if the judgement does not apply to them. The government has connived at them. They should be brought under the fold once again," she said.

The government should stop supporting costly schools by land-grant, tax-exemptions, recognition and instead give premium for education in mother-tongue, she said.

She added that creating adequate facilities for sanitation, hygiene, sports and arts in schools, providing for adequate creches for working parents and supporting small-duration classes for children of wandering labour like sugar-cane harvesters should be a part of the reforms.

Emphasis should be given on value education and inculcating values like truth, equality, non-violence, harmony, nationalism, freedom, friendship, efficiency and commitment, Mehendale, a member of the Central Administrative Tribunal, said.

Central Administrative Tribunal member, Leena Mehendale also joined Anna Hazare in his protest on Thursday by observing a day’s fast.

Mehendale is a retired IAS officer of the 1974 batch.

“I felt that Anna is fighting for a real great cause, but I had to work and so decided to observe a day’s fast. I did not have a morsel of food since Thursday morning and will have food only on Friday morning. I am surviving only on water just as Anna is,” she told Mumbai Mirror.

The IAS officer had served in the state government as additional chief secretary. As the divisional commissioner of Nashik, Mehendale had drafted a report on the oil mafia.

She said, “If the Lokpal bill comes up in the form Anna wants, corruption will come down drastically. If we do not take enough steps today, our next generations will suffer.” - Yogesh Naik

By Our Staff Reporter

NEW DELHI FEB. 10. Over 500 women on bicycles, mopeds, motorbikes and scooters participated in the first Save Oil Two-Wheeler Women Rally organised by the Petroleum Conservation Research Association (PCRA) here on February 8. The event, which was part of the Oil Conservation Fortnight 2003, seeks to combine the message of Oil Conservation with that of Women's Empowerment.

Held under the aegis of the Ministry of Petroleum and Natural Gas, the rally sought to impress that "women have moved out from the stereotype `ghar ki bahu' and have established their own identity.''

The Executive Director of PCRA, Leena Mehendale, said in view of the women's rise, her organisation, which is basically into conservation, decided to associate itself with the cause of "women's empowerment'' as well.

The rally, that was flagged off by Union Minister of Petroleum and Natural Gas, Ram Naik, who flagged it off at Talkatora Indoor Stadium. During the nearly one-hour duration, the motorised two-wheeelers covered a distance of 9 km through Park Street, Shankar Road, Upper Ridge Road, Simon Bolivar Marg, SP Marg and Willingdon Crescent before returning to Talkatora Stadium. Maharashtra to set up child rights commission
Shahid Burney I Arab News —

MUMBAI: The Maharashtra government, with a view to protecting the rights of children, has cleared a proposal for the establishment of a Children’s Right Commission (CRC). This was disclosed to Arab News by Minister of State for Women and Child Development Harshavardan Patil yesterday.

Elaborating on the issue, Patil said that it would be established at an estimated cost of Rs.55 lakhs. The commission will hold office temporarily at the state secretariat but would be provided a permanent office in Worli suburb in Mumbai soon.

The commission, with senior Indian Administrative Officer (IAS) Leena Mehendale as member secretary, will have 12 members — six of them drawn from the government. The chairperson of the commission would soon be appointed and its functioning would start in right earnest, Patil said.

Among other things that the commission will address are the issues of child labor, malnutrition among children, the right of education and establishment of courts to exclusively dispose of cases pertaining to child labor.

Patil also said that a decision to implement a 24-hour helpline at 26 places in the state has been taken that will enable women, who have not been meted out justice, to seek help. It is also proposed to amend the relevant clauses to empower the Women’s Commission as has been done by the Kerala government.

In order to help women’s self-help groups (SHGs) attain financial self-sufficiency, it has been proposed that self-help groups will pay a four percent interest on their loans while the balance would be borne by the state government.
